It would be a pain in the ass to deal with Lotto Quebec, because they would need to get a percentage out of it, or something alike. Apple are going through the same issue, as everybody who'd like to have Quebec citizen participating.
Stupid law (PQ/PLQ are the same crap anyway on the long run when it comes to legislation).
