I suggest a verb to express what the function is actually doing, namely
to reduce its argument in rank or degree for the query planner:
DEGRADE
1. to reduce in worth, character, etc; disgrace;
2. to reduce in rank, status, or degree; remove from office;
3. to reduce in strength, quality, intensity, etc
