Question about STAT_GRAPHS? Squid-2.5.STABLE12

I'm just curious exactly what the planned purpose of "STAT_GRAPHS" in 
stat.c is exactly (looking at Squid-2.5.STABLE12.)  I suppose it is for 
pulling out jpg's or gif's of graphed Squid statistics?  That, and it 
isn't enabled yet?  Am I right?  I was poring through the code and 
noticed it.
