Summing up, is it fair to say that "an enhancement request which comes with a patch (and possibly some test cases) will be given relatively higher priority, regardless whether its functionality overlaps with other technologies"? (And "persistence counts as well.")

I personally won't commit any changes that overlap with *standard* technologies like JSTL or JSF when it is finalized. I think it's counterproductive and time consuming to support a redundant code base.
