Regarding the listener: Ah, yes, I see. I had assumed you'd taken Dan's change for the 
configuration.

Regarding resource bundles: I recall that you suggested that JSTL might offer a 
solution. However, it seems like that would make a dependency on JSTL that might not 
be attractive to everyone (I'm fine with it, but just thought it would be worth 
considering). I think the common denominator of vanilla Java resource bundles makes 
sense, but I'm unsure if there is a draw back to it over the web-specific approach.

The Listener is for loading menu definitions from 
WEB-INF/menu-config.xml rather than using the Struts Plugin.  As for 
making it ResourceBundle agnostic - I'd be willing to help - I'm just 
not sure where changes need to be made.
