The Listener is for loading menu definitions from WEB-INF/menu-config.xml rather than using the Struts Plugin. As for making it ResourceBundle agnostic - I'd be willing to help - I'm just not sure where changes need to be made.

I added a MenuContextListener last week in CVS (in the menu package) - you might want to try using that. I don't believe I've fully made it struts-agnostic - but I'd like to - I just don't have any non-struts apps (yet) to test it on.
