I think that unit you are refering to, it is in Spanish: "consumption rate of 
fuel per energy delived in one hour"

g/CVh = gramos/Caballos Vapor hora  = gram/Horse Power hour

CV (Caballo Vapor) = Steam Horse Power 

Caballo = Horse

Vapor = Steam

It's a rate of fuel consumption. I'm trying to find what the units are, and
a conversion table, but 197 g/kWh = 144 g/cvh
