I suppose it's worse than "0".   Since in most cars the engine keeps running while stopped, it has the effect of a negative mpg on overall gas mileage.  My 2004 Prius' engine stops when the traffic stops, which is great for mpg and air quality.   And when traffic is crawling, I can usually rely on the electric motor to give me an overall boost to mpgs.
