There are lots of reasons why it makes sense to split roundabouts up into discrete ways, some of which may be or may not be part of a route relation,
There's no compelling reason for a roundabout having to be a single end-to-end polygon, as software can easily 'connect' linked ways that have a 'junction=roundabout' tag..
