I used country/state as example for administrative borders. I still don't under stand your problem ! For every administrative border you create a relation and give this relation the tags it needs. The whole relation itself represents an area. The members of the relations are short border lines. It makes no sense for me why you want to tag each way or why the way must be in one part. It can be in one part but it seems that it's not possible because of the 2000 Node/way limit and in such a case you create a relation.
