a comment link this is as useful as a source code comment like:

// initialize variable a
int a=0;

So no: it's not useful at all. The change-set already contains the information that elements had been edited, created, deleted.

The question is often: Why?

It's no use to see that all nodes of a road had been shifted by 20 meters to the west.
Other mappers ask themselves "why". Was it a mistake?
The important information would be "moved road according to high accuracy imagery". If the comment reads "added speed limit", the next editor could send a message and ask whether the move was actually intentional.

That specific example might no longer work as editors provide warnings to prevent from common accidental changes, but I'm sure you can come up with a still valid example.
