Perhaps, for some unknown reason, tcpdump isn't capturing all the
packets.  If packets arrive faster than the packet capture mechanism
libpcap is using can process them, some of them may get dropped by that
packet capture mechanism, so libpcap won't see them and thus can't
supply them to tcpdump, even though the rest of the networking stack
sees them and processes them.
