It's strange indeed ;) Tomcat doesn't do anything different when you specify load-on-startup for a servlet except construct and initialize an instance of it. The lifecycle is exactly the same, no special processing. If you send the JVM a SIGQUIT after trying to shut it down, i.e. when it's hung, what active threads are showing?
