The issue just resolved for me in a strange way: I noticed that I had visual effects set to "none" in the appearance settings, so I tried changing them to normal. This results in the error message "Desktop effects could not be enabled", but from then on, the windows maximize correctly. Visual effects are still set to none (which doesn't bother me much).
