I've been using the workaround of running setxkbmap automatically after login for a long time without problems. Perhaps this workaround can be implemented as an update for hardy, and the real Xorg fix remain in Intrepid? I think it really make no sense that an LTS release won't be usable out of the box for anyone with an extra keyboard layout.
