It's replaying the disk events which results in running rules multiple
times.
The ADD|CHANGE event was already emitted once (when growpart modifies the
partition)
 and the rules were run (likely at the wrong time).  Issuing a second
trigger will repeat this.
IMO, that's a non-zero amount of time that slows the boot down, so I'd like
to avoid that.
