<< Teso arrests linked to Kyakabale

Some politicians in Teso were arrested last weekend over colonels Samson
Mande and Anthony Kyakabale's plan to launch war in eastern region, security
sources said yesterday, reports Emmy Allio.

The security agencies are looking for guns allegedly delivered from Goma in
the DR Congo to Soroti, Kumi and Amuria contacts.

Reform Agenda coordinators Francis Ogwang Olebe and Dr. Peter Eriaku were
arrested by the Internal Security Organisation (ISO) operatives who
confiscated their passports and diskettes, the source said.

The arrests followed the capture on Wednesday of four people entering Uganda
from DR Congo's northeastern region of Ituri which is controlled by
pro-Rwandan Congolese rebel group, Union for Patriotic Congolese (UPC), led
by Thomas Lubanga. The four were not named.

Sources said the men revealed the names of the people they were to link with
to start war against the government.

Sources said 18 other politicians and former soldiers countrywide had gone
into hiding since last Friday. The sources said the arrested men had large
quantities of fake Uganda currency.

Last week Lubanga signed a "military, political and economic agreement" with
RCD-Goma which is backed by Kigali authorities.

Last week, Jean Bosco Barihima, the leader of a hitherto unknown Congolese
rebel group, the Patriotic Movement for the Liberation of Eastern Congo, told
the Rwanda press that Uganda was training Hutu militia to attack Rwanda.
Uganda denied the allegation.

Ugandan security recently accused Lubanga of receiving arms from Goma and
that planes now land in two newly-built airfields in Fataki, about 100km from
the Ugandan border town of Paidha, West Nile.

Security said Mande and Kyakabale's People's Redemption Army (PRA)and the
Allied Democratic Forces (ADF) are training in Ituri.

Lubanga has denied allegations of hosting PRA and ADF, and instead accused
Mbusa Nyamwisi of RCD-ML of fabricating allegations against him.
