This was Museveni's own strategy that it would be easier for him and his bandits members to get access to guns and then take over an institution like the army or police barracks. Well, it now appears that it was not a wise thing after all! The issue should have been civic education, not how to make it easy to access guns for the overthrow of a government or go to the bush. Let him solve it!
In another vein, let everyone have a gun in his hut so we can control our wayward leaders.
