Thanks a bunch for chasing this issue.  I created http://jira.codehaus.org/browse/XDOCLET-44 and attached  the start of a patch to implement your suggestion.

It is tedious currently to work with Maven2.  It would be great if, between you and Greg, xdoclet2, xdoclet-plugins POM, plugin-plugin and plugin-qtags SNAPSHOTs could be deployed to a Maven2-layout repository somewhere.

As you say, QDox is not very active.  Any idea when QDox-1.6 can/will be released?
Also, whenever I build I get some warnings below (nuisances at best, not real big problem).  Looks like several codehaus JARs are in a Maven2-layout REPO, but with Maven-1 POMs.  Is there a way to correct this?
