Yes, you can. And it is exactly how identifying single SMS messages is done in most cases.
For example your dlr-url may be: http://www.domain.com/dlr.php?message_id=1234.
Remember when passing a dlr-url like this to Kannel to urlencode it (escape any question marks and ampersands, etc).
