The hot keys mentioned are default operating system hot keys on Windows, since at least Windows 95, and on Ubuntu linux, since I don't know when.
On Ubuntu the keyboard shortcuts can be found in Settings>Keyboard. The default settings can be changed there. In Windows, not sure where. Do the shortcuts work as expected in other programs and they only don't work in LibreOffice or do they not work as expected in any program? If only not working in LibreOffice then I would try starting the program in safe mode and see if it works. If it does, then recreate your LibreOffice profile and see if that works.
