It appears vpopbull has the same bug as vdominfo pre 5.4.3.
I saw that as well. I plan to add centralized functions to vpopmail.c for opening and reading the users/assign file. At some point, it can be updated to read users/cdb instead for performance.
Any of the vpopmail binaries that currently parse that file will be updated to the new code.
