1) has become a large corporate monolith 2) has increasing troubles with the whole 'do no evil' thing 3) is a relatively new player and as we all know, underdogs are cool ;) I would go for 3) or 1) As for GIT, Bazaar or some such, I suspect most people do not actually need or even want a distributed source code management system. Also, one would hope that there wouldn't be too much forking. Of course, a trac on vim.org itself would be a nice place, as well.
