I'd be curious to know how many frames are actually being delivered. Any chance you could measure that with TCBench? I suspect that it's pretty close to 11.
Lowering the deferred update timer has the effect of synchronizing the delivery of frames to the client, effectively circumventing the "spoiling" that occurs in the VNC server. That's why we chose 1 ms as the default deferred update timer value for TigerVNC 1.0.0.
