In the U.S. you are not allowed to operate a boiler as large as this without a permit. It makes no difference whether it produces steam or hot water. You must have a permit; the machine has to be installed by a licensed HVAC person; and it has to be periodically inspected for safety.

The problem is, the heat must be dissipated or stored somewhere. Even at 470kW this cannot been done easily. How was this done? Has nobody seen something. Where there big ventilators running? This must give more than 7 m^3 of hot water per hour or even more steam volume or even more hot air volume. This cannot been done unnoticed and unexplained.
