I would guess that there is some form of RF coupling to the coil or antenna from a nearby powerful source. This can be rectified to generate the DC voltage that he is using to drive the motor.
I would include a zener type diode to limit the voltage and make it look constant. This design is too simple to actually tap a large unknown source.
