A "static address" should be irrelevant.  Since you stated that the modem
is assigning internal addresses via DHCP it's obviously NATing the public
address.  You should be able to plug another WAP into your existing
network without much difficulty, just make sure the SSID is different.
Also keep in mind that if they are both physically close together that
they'll probably interfere with each other. Try setting the transmit power
to a low setting so that the receivers don't get swamped by the other
transmitter and move them as far apart as you can.

I have broadband service that assigns a static address for me.  I am 
currently using a wireless router AP with the static address and the 
router's DCHP feature to provide service to the wireless receivers on 
my home network.  Can I tap off (splice) the signal from the 
broadband modem to another wireless router AP that will be using a 
different hardware address, wireless channel, and ssid than the 
existing wireless AP?    I wish to have a redundant, second network 
that works off my single, existiing broadband service.
