I did some tests and investigated that: 1. Reproduced only on XP. 2. Version of Windows Installer irrelevant. 3. Key removing by msiexec.exe process on start (procmon). 4. If manually (regedit) create any subkey in HKLM\SOFTWARE\Classes\Installer (not necessarily "Dependencies") Windows Installer Service remove if after service restart.
So it seems not a bug in Burn, but Bug(Feature) in XP or Windows Installer working on XP. I haven't any idea how to workaround it.
