Yes, I understand that.  I remember in the darker reaches of the time that 
original C++ version number format was signed byte, byte,  signed word, word.

It's interesting that the installer service will handle a malformed version.  I 
would expect if you did this with an unmanaged C++ object, it would break the 
header.

Sigh.

Problem is, it only breaks in Burn. MSI ignores the "bad" value but Burn needs 
it to fit. So I'm proposing the error when building a bundle that includes a 
package it can't handle.
