As Burn currently fails with such packages, I vote for a bind-time error in v3.9 if the MsiPackage's ProductVersion doesn't fall within 0.0.0.0...255.255.65535.65535. If there's pushback, in v3.10 we could turn it into a truncation and a warning about upgrades not working as expected.
