No errors but also no setup UI after calling setup.exe (with or without -lang 1031). I also tried with LicenseUrl='' and adding two additional <Payload> elements for logo and theme in 1031 but also that didn't help. How to make setup.exe -lang 1031 to show up the installer with different eula?
