Have you seen the cite tag? It sounds like it might be of use to you - http://webdesign.about.com/library/tags/bltags-cite.htm If nothing else strikes you as semantically meningful then I would fall back to a span, rather than an anchor (<a> tags). Personally, I only use anchors with href or name (etc) attributes, I dont use it on its own.
