We do read from log device if there is data stored on them.
In fact, during scrubs, perform some reads on every device (even if it's
actually empty.)

Reading from the data portion of an empty device wouldn't really show us much as we're going to be reading a bunch of non-checksummed data. The best we can do is to "probe" the device's label region to determine it's health. This is exactly what we do today.
