I think this attitude is pretty harsh and stuck up. By using the same
logic, you could say that Charles Mingus isn't "experimental". After all,
the double-bass had been around for centuries before him, as did the keys 
and chords that he used. It isn't as if he singlehandedly invented jazz,
right? 

I think a more laidback and encouraging attitude would be to say that
almost anything with soul is experimental. Take the Detroit Grand PuBahs.
They're using booty, detroit techno, and dub, and taking the piss out of
it. Having fun and seeing how far they can go. Like it or not musically,
(and I am nearer to the not), I'd say they are putting their heart into
it, having a blast, and expanding the horizons of the music coming out of
our city. Respectable, IMO. I try to not be so inclusive as to what I
consider experimental, and it benefits my art and my dealings with others 
greatly. 

Micho makes good music, and does it in his own quirky little way.
Manipulating the guts of musical equipment, nonmusical equipment,
pyrotechnics, etc. are not considered experiments? I think you have pretty
high standards, Jared. Then using such a rude term as "reinventing the
wheel" and excusing yourself by saying "no offense I just want some
discourse." Remember that sinewaves, quadrophenia, and room tone aren't
exactly inventing new forms of wheels, either. Perhaps you could give us
some more concrete examples of what "experimental art" means to you (no
pun intended with the concrete)
