i think you are mistaken. the early detroit electro/dance scene was quite a few years before techno really began (couldnt have done it without chicago house...), and the fashion element was quite a bit different back then anyways wasnt it? i mean the preps had their prescribed fashion, and the jits did as well...where is dan sicko anyways? the circumstances and city seem totally different to me. the fact that they were mostly teens in detroit does make a big difference, i think. and detroit is NO nyc. the context is totally different. it's 20 years later. a lot of the "electroclash" music is kitsch and regurgitory (issat a word?). the audience is completely different, nyc people are not like detroit people....

yeah electroclash is basically a product of scenester nyc media, isn't it? that does seem the culprit in all of this...without media...no hype.
