This was not my case. This is a fresh 4D v16.3 install, which I’ve just 
downloaded from 4D.com.

Here is what I tried, based on suggestions here:
- OSX restart, did not help
- trashed "Library/Application Support/4D” folder, launched 4D, re-entered my 
partner license, refresh all my licenses, same thing

I'm testing with a brand new empty structure, publishing manually on port 8080 
and still can’t Start Web Server.
Definitely something with my environment that affects 16.3. Remember V12 works 
fine on the same box.

Miyako mentioned something about a “helper tool” that might need update! What 
helper tool? where can I find it?

Any suggestion on how I can trace/debug this issue?
