Not all work we spawn will be in INT area.
Say, a key management protocol might spawn a small WG in SEC.
ROLL already is in RTG.
So why not spawn a WG in APP?
But let's first demonstrate the need, the interest and the feasibility.
The ADs will then sort out where the work should go.
The hard part is just to make sure we are not getting our requirements
diluted in that other venue -- for example, I would seriously object
if any 6LoWPAN-related HTTP work would be bundled up with a general
"binary HTTP" effort.
