It may not be appropriate (not knowing enough about the content of your 
drafts), but is there anything to prevent including an undated reference to 
15.4 and a dated reference to 15.4e (where something inside the document is 
referenced)?  Optionally a note could explain that 15.4e will be merged into 
15.4.
