I think Michael was talking about regular beacons sent on regular
intervals. Those are started by calling the MLME-START.request, and I
do not think you can set it to send multiple enhanced beacons for
different PANs and using different keys.

If you use beacon requsts, then of course the coordinator can reply
with beacon, and that beacon can use different keys.
