IEEE 802.15.9 is now in the sponsor ballot, meaning you can by the
current draft from the IEEE SA shop:

The 802.15.4 will be going to revcom in December, so it will most
likely be published early next year. The 802.15.9 will go to revcom at
earliest in March, so it will then be published perhaps during summer
or so.

The 802.15.4-REVc/D01 is mostly stable, i.e. there will be editorial
changes, but no technical changes will be done.

The 802.15.9/D04 will still get some technical changes, most likely
next week, so there will be 802.15.9/D05 version available most likely
in two weeks, and you might want to wait for that before buying the
draft...

If I have understood correctly the documents will be available without
having to pay for them after 6 months from the publication, i.e. late
summer for 802.15.4-2015, and most likely end of 2016 or beginning of
2017 for 802.15.9 (provided there is no suprises or delays in the
sponsor ballot).
