Sounds like a dead/dying hard drive... (get new hard drive, reinstall)

Thanks a lot for offering to help. Here's the problem at present:

1. Until today, the following has been the case for the last two
weeks: when I attempted to start up, the hard drive on my G4 (running
OS 10.3.9) would spin aimlessly. Attempts to start up from the
install CD or in Safe or Verbose modes were unsuccessful.

2. Today, I succeeded in starting up from Firewire hard drive. I ran
Disk Utility. (a) I ran Repair successfully. (b) I ran Repair
Permissions successfully, though in the middle of the permissions
repair process the disk I was seeking to fix spun for a long time.
The spinning finally stopped and the repair of permissions was
completed.

3. Unsure of the problem, I did a fresh install of OS 10.3. Starting
up from the install disks was now possible, for whatever reason
(perhaps because I'd been able to start with the system running,  in
virtue of my use of the external HD).

4. The install appeared to be complete. Then, however, the computer
refused to restart following the installation. Instead, after it
began to enter shut down mode, the HD began to spin aimlessly.
