This is strange if I Maximize window like IE and have other window on
top like notepad very small a restore size and click and drang it I
get this shade look or jerky movment.. Now If I close IE or minimize
to the taskbar I see my desktop now if I click and drang it I get
this shade look or jerky movment but not that much.
