That guy was not really a tech if he reinstalled Windows. He should have
installed the drive in another machine as a slave and probably could have
accessed the file if they were still there. If you did not delete the files
they should not have been in the recycle bin.

Did they do anything? Guess not. If the files are still on the drive, even
if deleted they might be retrievable but it will probably cost you and first
you have to search for someone with the skill to retrieve them. I don't have
any info on such people, though you should not need a clean room.
