The only way an outlet can limit the amount of current flowing through it is for the circuit breaker to blow, and then of course it would have to be resent. Of course there could be a loose wire on an ountlet but the amount of current would have no bearing on whether current would pass through it, a loose wire would only have to mive an thus break the circuit to cause current to stop.
