Try closing IE after you set the home page, then reopen it to see if it 
took. Something you are doing is canceling the setting of the HP.

That's a possibility, and if so it must be a dynamic one, that is it is 
working all the time to prevent your changing your HP. If you try closing 
then opening IE and that doesn't work, try uninstalling IE and reinstalling 
it. In add remove programs [in Control Panel] select 'add windows 
components' then uncheck IE. Just to be safe I would reboot then reinstall 
IE by rechecking it. If that doesn't work, I don't know of any solutions 
other than scanning for malware.
