What do you mean by 'reset the system'? Did it reboot, or what.
The size problem with the monitor could be a line voltage problem, which 
might have resulted after the power outage. See if you have any other 
equipmenht that is acting strangely, lights that seem a bit dim, etc.

Another answer might be damage to your monitor by the power dump if it was 
accompanied by a large surge. If you don't have a surge supressor that can 
happen. But it may not be the problem. No way of telling. If you can try the 
monitor somewhere where the line voltage is known to be good, that would be 
a good thing to do. OR just turn it off and on momentarily, if no change try 
tuning it off for half an hour and try it again.

See above. If non of these work, take it to a computer store like Best Buy, 
home of the Geek Squad, and ask if they will try it on one of their 
machines. It is also possible that the damage was to the computer, e.g. the 
video card,
