If I read you correctly you are attempting to log into your routers web page to set up a WAP or stronger password. For a start you need to use an Ethernet connection to the computer to do this. The IP address seems OK to me but not the last figure set, it is normally a single figure.
You do not say what router you have but my suggestion if you have web access would be to go to their web site and seek suport on your Router.
