This might be a USB problem.  I'm assuming the mouse (mice) are USB?
Do the mice start working if you unplug and then re-plug the USB cable?  
If so, then it's likely USB related.
If the mice are plugged into a hub try plugging them into a port on the 
back of the pc (actually just try 1 of them - you don't need 2 mice, heh).
If you've got a lot of USB devices the mouse might not be getting the 
power it needs - maybe try to limit the number of USB device that are 
running all the time.
Other thoughts:
Update the mouse drivers to the latest version from the maker's website.
Check Device Manager to be sure your USB controllers are shown as 
"working properly".
You could try reinstalling the USB controllers from Device Manager (just 
remove them and reboot to let Windows reinstall the drivers).

Turning it down just 1 notch (instead of all the way) might help with 
mouse pointer probs. Worth a try if all else fails.
