I am not very knowledgeable on security, but I do think about the  
problems just from an analytical basis. Here's my 'out loud' thinking.
It seems to me that any log on program could just count entered 'enter  
key' operations. However many tries would be allowed would be counted  
and then no more. So if a bot tried a whole lot of dictionary  
passwords, each would have to end with a Carriage Return. If three  
tries are allowed, then three returns, i.e. Enter keys, would then  
lock out the hacker, even if it managed to be trying them in  
milliseconds for each one.
