Hi there,

Every web browser I have ever used has had a File menu. Which web 
browser are you using?

Perhaps you are in Internet Explorer with the browser in Full Screen 
mode which will hide the menus, try hitting F11 to return to normal mode.

By the way, a very good web page editor is the Composer that comes with 
the Seamonkey Suite, give it a try.
